"I attended the Virtual Enterprise Program offered by Four Walls, which was a virtual business class, where we actually started a virtual business from scratch.  As a participant, I interviewed for a position withing the virtual business; however, my peers elected me as the Finance Director for the virtual business. Within the office-training portion of the program, we used a simulation program, GMetrix, which reinforced my knowledge. The simulation program and the class facilitator helped me better understand and work with Microsoft Office Programs, in addition to performing many business tasks effectively."

About Us                

​​Four Walls CTEC is located at 1125 Neal Street, NE, Washington DC 20002 (Ward 5). All of our services are provided on site. Hours of operation for students is 10 a.m. to 8:00 p.m. Total square footage is 13,821, which is dispersed across two floors. The building is accessible via Metro bus and at the NoMa-Gallaudet Metro stop. The first floor of the building is handicap accessible. Four Walls provides all of the equipment necessary for program completion.

The Day program (Digital Literacy, Adult Basic Education and Virtual Enterprise) classrooms are fully equipped. The National External Diploma Suite is comprised of two offices in where individual appointments are held. These offices are equipped with computers for appointments with students. Evening appointments for students who work during the day can be held in the VE, ABE classrooms

Occupational Literacy Constriction Trades Programs occupy four classrooms on the second floor. Each classroom is equipped with essential trade tools for construction for entry level and beyond employment. 

Mission Statement


The mission of the Four Walls Career and Technical Education Center is to provide unemployed and underemployed District of Columbia residents with basic literacy skills, employ-ability skills, career and  technical education as a means of increasing self-sufficiency and improving quality of life.

Program Goals

The goal of the Four Walls CTE Center programs is to promote self-sufficiency for adults age 18 and over, disadvantaged District residents through contextual learning opportunities that build basic and workplace literacy, employment, entrepreneurial and technological skills so that they can acquire a high school diploma, obtain competitive employment and /or pursue post secondary education. These goals will be accomplished through the following objectives:

  1. ​Identify strengths and address individual barriers to self-sufficiency among program participants through individual-centered methods, as evidenced by the completion of individualized assessments and the creation of Individual Student Profiles (ISPs).
  2. Improve basic and workplace literacy skills as measured by participants' advancement of at least one skill/grade level on the CASAS Appraisal, Pre/Post-tests, the attainment of a high school diploma, documentation of the acquisition of SCANS Competencies for employment and advancement, or preparation/entrance into a post-secondary education program.
  3. Prepare participants for competitive employment in one of the region's high demand industries and business ownership, as evidenced by students' attainment of Microsoft Office skills (Word, PowerPoint, Excel, and / or Access), documented participation in professional development seminars, business courses, internships, employment placements and/ or business start-up activities.
